Our AI Story

Next Generation AI for SME's & Micro-Businesses

Carrig Consultancy is currently building a specialised solution leveraging artificial intelligence, machine learning, and semantic search to transform how businesses navigate EU and Irish public procurement. Our platform will empower organisations to identify and capitalize on public sector contracting opportunities across all EU member states.

Our solution integrates the TED (Tenders Electronic Daily) API, which publishes approximately 500,000 procurement notices annually worth over €2.5 trillion (around 14% of EU GDP), alongside eTenders, Ireland's national procurement platform. Our solution will continuously monitor and analyse data from both TED and OJEU (Official Journal of the European Union) notices.

Our deep learning neural networks are calibrated to interpret procedures governed by the EU Procurement Directive (2014/24/EU), tracking compliance, analysing trends, and predicting opportunities. Machine learning classification systems will automatically categorise opportunities by sector, value, and procedure type, while natural language processing extracts key requirements and deadlines.

Beyond opportunity identification, our solution incorporates innovative partnership-matching technology inspired by dating algorithms. This analyses company capabilities and objectives to intelligently match businesses with complementary partners for consortium bidding, helping SMEs and established firms form winning collaborations.

Our AI-driven prototype aims to reduce procurement research and tender identification time by up to 80%, and will provide market intelligence reports, competitor analysis, trend forecasting, and automated alerts for the complex European public procurement landscape

Micro-Enterprises & Public Procurement

Total Micro-enterprises in Ireland:

  • 275,221 micro-enterprises (employing fewer than 10 persons)

  • Represent 92.6% of all active enterprises in Ireland

Public Procurement​

  • Public authorities in the EU spend approximately 16% of GDP (around €2.5 trillion annually) on the purchase of services, works and supplies.

  • Public procurement in Ireland alone represents a major economic driver, with over €18 billion to €22 billion spent annually, accounting for roughly 10% of GDP.

  • Cross border procurement for SME companies winning competitions outside of Ireland is suggested by the EU to be as low as 2-3% of total. 

  • The Department of Enterprise and relevant agencies don’t even systematically collect or publish data on micro-business procurement wins in the Irish context never mind in other EU member states. This represents a gap in strategic economic intelligence.

Our AI solution will match Irish SMEs with relevant EU procurement opportunities by analysing tender requirements, company capabilities, and past performance.

 

As illustrated our solution identifies complementary partners across borders, predicts consortium success rates, automates compliance checking, and monitors sustainability criteria, therefore reducing barriers to cross- border collaboration and enabling smaller firms to compete effectively for larger contracts. This will reduce administrative burdens by automating routine work, improving accuracy, and speeding up our decision-making processes. Our AI solution will read tender documents, extract key requirements, summarise long submissions, and flag missing information.
